月に精神保健福祉士法が成立したことにより国家資格化された精神保健福祉士は，より活躍の場が広範囲になってきた。一方，精神保健福祉行政に目を向けてみると，1965（昭和40）年の精神衛生法改正によって，保健所が地域精神保健福祉活動の第一線機関として位置づき，さらに精神衛生センターや精神衛生相談員が創設された。1996（平成8）年には，精神保健福祉法における大都市特例が施行され，政令指定都市が都道府県並みの権限を持つようになった。1999（平成11）年の精神保健福祉法改正に伴い精神保健福祉業務の一部が市町村に移管されたほか，2006（平成18）年には障害者自立支援法が施行され市町村業務が明確化されていった。\n精神保健福祉行政では都道府県から市町村にその業務が移管されている現状がある中で，活動の場が拡大している精神保健福祉士は，地方自治体においても，その活躍が期待されることが予想される。そのような状況から本調査では，全国の都道府県及び政令指定都市の精神保健福祉主管課（本課）を対象として，業務の内容や形態，精神保健福祉士の配置や勤務等の実態を把握することを目的として，郵送による記名式アンケート調査を実施した。\n都道府県29 カ所，政令指定都市15 カ所，合計44 カ所から回答が得られ，回収率は65.7 ％であった。都道府県・政令指定都市の本課には，回答のあった40 カ所のうち精神保健福祉士を登用しているところが5 カ所12.5 ％であった。配置されている精神保健福祉士は，女性が多く，30 歳代が中心で，社会福祉士の有資格者が多かった。\n配置されない理由としては，アンケートの自由記載から精神保健福祉士の認知度が低いこと，精神保健福祉士の役割を保健師で担うことができるという考え方や県庁業務が事務職と保健師によって運営できるという考え方によると想像ができた。\nまた，精神保健福祉士が期待される面としては，権利擁護の視点や当事者性を大事にした業務の遂行，様々な関係機関とのつなぎ役や社会資源の調整・開発等コミュニティ・ソーシャルワークの実践などといえると思われる。","subitem_description_type":"Abstract"}]},"item_10002_full_name_26":{"attribute_name":"著者別名","attribute_value_mlt":[{"nameIdentifiers":[{"nameIdentifier":"102","nameIdentifierScheme":"WEKO"}],"names":[{"name":"Ito,
